It became clear to OIC that in addition to essential baseline product launch collaterals, a host of stand-alone materials (such as technical specifications) were being developed. As collateral development was a decentralized process, content redundancies existed among deliverables, costs were arbitrary and vendor-driven, and Sun technical contributors were spending too much time commenting on the same content as it appeared in multiple deliverables.

To address these issues, OIC proposed a "write once, populate many" collateral development process. Cataloguing every content component of all collateral developed by Sun VSP, OIC developed a content matrix that identified the common elements (copy, imagery, etc.).
